Board of Trustees

An independent executive coach and organizational consultant, Frank Ball works extensively with leaders and their teams to build leadership capacity within their organizations.  He has specialized in working with executives in new organizations and those re-tooling themselves to meet new challenges since 1995.

Lieutenant General Lori E. Reynolds (Retired – U.S. Marine Corps) currently serves as the Vice Chairman of the Board of Trustees, and she has been a Board member since June 2022.

Lieutenant General David D. Halverson (U.S. Army, Ret.) serves as the Chairman and CEO of Cypress International Inc. in Alexandria, Virginia. In this role, he leads the company in providing National Security advisory services to government and industry clients.

Throughout her 27-year career in higher education leadership, Mary B. Marcy has developed major education reform and diversification initiatives, supported the advancement of faculty and students, introduced innovative programming, and enhanced the reputation and reach of the institutions she has served.

Javier Miyares is a highly respected academic leader with over 45 years of experience in higher education, including 20 years driving innovation and change in online education. He has been an APUS Board of Trustee member since November 2021.    

Dr. Mary A. Papazian is a seasoned higher education leader with over 35 years of experience as a professor, provost and president. She was appointed to the APUS Board of Trustees in June 2024.

Dr. Polk is an accomplished senior executive in aerospace, defense, and emergency medicine. Since November 2016, he has been serving as the agency Chief Health and Medical Officer for NASA.

William G. Robinson Jr. is the President of Broadgate Human Capital, LLC, a management consulting firm. A seasoned human resources executive, he joined the APUS Board of Trustees in 2020, and has also sat on the American Public Education Inc. Board of Directors since 2016.

Angela Selden was appointed CEO of APEI in September 2019. Ms. Selden brings more than 30 years of experience in technology and technology-enabled services.

Dr. Wallace E. Boston was appointed President and Chief Executive Officer of APUS and its parent company, American Public Education, Inc., in July 2004.

Lieutenant Colonel James H. Herhusky (US Army, Retired) was an integral part of the American Public University System for more than seventeen years, beginning in 1995 as American Military University’s first Chief Operations Officer.

Dr. Katy E. Marre is professor emerita and former associate vice president at the University of Dayton. Her distinguished academic experience includes developing, coordinating, organizing, and reviewing programs and proposals dealing with issues within graduate studies and research.

Dr. Zatz was Acting President from November 2021 through August 2022. Dr. Zatz was appointed to the Board of Trustees in 2004 and has also served previously as the chairwoman for 10 prior years, up until 2018. During this time, she has chaired the Academic and Student Affairs Committee, and was the University’s representative to the Compensation Committee of American Public Education Inc.
